Shall the commissioners:
81. Increase the 2019 capital budget by $73,610? The capital budget was approved in November 2018. Since that time, the cost of some projects have gone up and other have gone down. Some major increases: $356,3000 for the Walsh Marine Building; $244,126 for the railroad crossing near the ferry terminal; $165,000 for the Harris Avenue railroad crossing; $50,281 to install portable pump outs and $50,000 to install restrooms in F Street warehouse. Some major decreases: $180,000 for Waypoint Park beach; $152,000 rehabbing piers; $139,000 to demise F Street warehouse; $55,000 to recalibrate HVAC in Bellwether Building and $53,885 for airport operations center. 82. Authorize the executive director to renew the port’s property and crime insurance coverage? The total insured value of the property is $536 million. Alliant Insurance Services of Newport Beach, California serves as port’s broker of record. Included is 50 million in earthquake and $50 million in flood insurance. The property premium is increasing from $748,485 to $881,655 or 17.8 percent, crime insurance is remaining at $1,477 for the period 7/1/2019 through 7/1/2020. (8637/Consent Agenda D) Approved 3-0

83. Authorize the executive director to award the low bid of $74,840 to Strider Construction of Bellingham for 160 dock boxes? Deteriorating fiberglass dock boxes at Gate 9 in Squalicum Harbor will be replaced with HyPower polyethylene dock boxes. Two bids were received, the high bid was $75,409. The remaining fiberglas boxes will be replaced in future years. (8638/Consent Agenda F) Approved 3-0

84. Approve a lease (amendment #2) with the state of Alaska for continued use of Bellingham as the terminus for the Alaska ferry? The original 20-year lease was signed in 1988. At the 5/5/2009 meeting, vote #76, the lease was renewed for 15-years, running from 10/1/2009 through 9/30/2024. Puglia Engineering had been providing line-handling and ramp-tending services to the ferry until it shutdown its 2019 operation at the Fairhaven shipyard. In this amendment, ILWU Local 7, will provide line-handling and ramp-tending services. The Pacific Maritime Association will will handle payroll services. (8639/Consent Agenda G) Approved 3-0

85. Authorize the executive director to sign a $48,410 contract (amendment #1) with Pacific Surveying and Engineering of Bellingham for Hilton Avenue improvements and All American Marine storage yard improvements? The Hilton Avenue improvements come to $21,040 and All American Marine storage yard improvements come to $27,370. The city of Bellingham requires on-street parking, a concrete curb and gutter and landscaping along the northwestern side of Hilton Avenue. A parking area and storage yard will be constructed on the port’s property across the street from the All American Marine manufacturing facility on Hilton Avenue. A contingency fee 0f $4,841 brings the amendment #1 total to $53,251 and the amended contract to $78,121. (8643/Action Agenda 7) Approved 3-0

86. Enter into a negotiating agreement with Millwords LLC for the three-acre lignin parcel in the Waterfront District? The port has received a federal/state grant to evaluate potential affordable housing project on the “lignin parcel.” The parcel is located at the Cornwall Avenue and Laurel Street and requires environmental remediation. The Millsworks group envisions food retail, processing and manufacturing, aggregation, distribution and commercial kitchen space supporting catering and artisanal food companies. Also on the parcel could be a multi-story mixed use building with offices, classrooms, community events space and workforce affordable housing. (8646/Action Item 1) Approved 3-0

87. Authorize the executive director to sign a $1,078,494 contract with Massana Construction of Gig Harbor for phase III of the Bellingham Shipping Terminal repair projects? Phase I was completed in early 2016 and Phase II in 2017. Phase III improvements will include installation of fiber-form grout jackets on existing steel piles, repair of settled asphalt, replacement of existing timber fender wales and checks with new pressure treated timber fender wales and chocks on the North Terminal and removal of the existing conveyor structure attached to piles under the North Terminal. Existing creosoted and ammoniacal copper zinc arsenate treated timber bull rails will be replaced with plastic lumber bull rails. A contingency fee of $107,850 brings the total contract to $1,186,344. Five bids were received, the high bid was $1,865,118. (8647/Action Item 2) Approved 3-0

88. Authorize the executive director to sign a $541,479 contract with S.E.A. Construction of Raymond, Wash., for storm damage repairs? A March 2016 storm damaged sections of shoreline from Marine Park to Squalicum Creek. The repairs consist of removal of existing bank armoring, placement of filter rock and new and reused armor rock to reconstruct the banks in the various locations. Eight bids were received, the high bid was $796,059. A contingency fee of $54,148 brings the total contract to $595,627. (8648/Action Item 3) Approved 3-0

89. Authorize the executive director to sign a $24,045 contract (amendment #14) with Moffat & Nichol for phase III of the Bellingham Shipping Terminal construction administration services? The contract was initially approved at the 4/21/2015 meeting, vote #64, for surveying, engineering, design and construction support services for the Bellingham Shipping Terminal and former GP pier. Phase I was completed in early 2016 and Phase II in 2017. Phase III will replace bull rails with plastic treated lumber, and replace new pressure treated timber with fender wales and chocks in the North Terminal. The existing conveyor structure attached to timber piles under the North Terminal will also be removed. This amendment brings the total contract to $544,259. (8649/Action Item 4). Approved 3-0

90. Authorize the executive director to sign a $75,090 contract with WSP, Inc (formerly BergerABAM) of Montreal, Canada for alternative analysis and preliminary design of the Blaine Harbor Sawtooth pier medications project? The Sawtooth pier was constructed in 1957 and expanded in 1976. The pier serves the fishing fleet and is primarily used to load and unload nets and gear. Over time, vessel widths have increased and the needs of the fleet have changed. As a result, in its current configuration, vessels can no longer fit within each slip and the pier has become less useful to the modern fishing fleet. The port developed three primary alternatives for modifying the pier. Alternative No. 1 would retain the pier in its current configuration and alternatives 2 and 3 would “fill in” the northernmost four teeth to create a flat face and push the face of the pier into deeper water. A fourth alternative could be considered which would replace the entire pier structure with a new the port developed three primary alternatives for modifying the pier structure with a new widened flat face pier similar in size to the first four teeth of the existing pier. The commissioners requested staff investigated the 4th alternative design. (8650/Consent Agenda 5) Failed 0-3

91. Authorize the executive director to sign a $420,108 contract with Mead & Hunt of Middleton, Wisconsin, for runway safety at the Bellingham airport? This vote also authorized the executive director to accept a $711,000 federal grant for the airport improvement project. The runway needs to be 500 feet wide and extend 1,000 feet beyond the end of the runway. Approximately 1,770 square feet is in the I-5 right-of-way and not owned by the port and another 3,930 square feet of slope area that does not meet congressionally mandated runway standards. The port signed an agreement the the state Department of Transportation to evaluate a number of options dealing with the I-5 right-of-way. Two workshops developed six options. Options 1 was selected as the preferred option; an earthen embankment with a one-way road inside the restricted access area. A $42,011 contingency fee brings the total contract to $462,119.
