141. Authorize the executive director to sign a $558,446 contract with Razz Construction of Bellingham for the installation of a shared heating system in the Waterfront District? The source of the heat is the co-gneration power plant owned and operated by Puget Sound Energy. The vote was amended from a “Two-pipe” one that supplies heated water and the other returns it for reheating to a “four-pipe” district energy system, Three bids were received, the high bid was $586,980. (7054/Action Item 1) Approved 3-0

142. Authorize the executive director to sign an agreement with the city of Bellingham (amendment #1) for reimbursment of the installation of utility casing and fiber conduits? The city of Bellingham is contructing Granary Avenue and Laurel Street in the Waterfront District. Installing heating pipes and fiber conduits under the railroad tracks will require boring. As the land owner, the financial responsibility is the Port of Bellingham. (7055/Action Item 2) Approved 3-0

143. Authorize the executive director to sign a $585,857 contract with Puget Sound Energy to install electrical facilities in the Granery Avenue and Laurel Street right-of-way? As the property owner it falls to the port to install underground power utilities necessary to accommodate the development of the Waterfront District. (7056/Action Item 3) Approved 3-0

144. Authorize the executive director to sign a $37,876 power pole relocation agreement with Puget Sound Energy? The development of Granary Avenue and the Granary building requires the relocation of five power poles and overhead power lines. (7061/Consent Agenda D) Approved 3-0
