Whatcom Watch is seeking a person to compile Port of Bellingham Commission votes. Since 2000, Whatcom Watch has reported on over 2,700 Port Commission votes. For a person who likes to keep an eye on government this is a perfect fit. Follow your interest and share the information with the community. This is a volunteer position. Action Taken at May 1, 2018 Meeting

Shall the commission:
65. Authorize the executive director to sign a $22,000 contract (amendment #3) with Associated Project Consultants of Bellingham for a fire suppression and water main project? The contact was initially approved at the 5/17/2016 meeting, vote #88 for the Blaine boathouse water pressure line; Bellingham Cruise Terminal fire and domestic water mains; Fairhaven backflow prevention device; Fairhaven Marine Industrial Park sewer line and sprinklers for Building #2 and Squalicum Esplanade sprinklers. This amendment brings the total contract to $161,556. (7435/Consent Agenda B) Approved 3-0

66. Authorize the executive director to sign a $24,825 contract (amendment #3) with Puttman Infrastructure of Portland, Oregon for work on the Waterfront District energy piping system? This amendment is for revisions to the 2-pipe heating and 2-pipe cooling network for Granary Avenue and Laurel Street. A contingency fee of $5,552 brings the total contract to $79,030. (7436/Consent Agenda C) Approved 3-0

67. Authorize the executive director to sign documents with Cohanim Bellwether? Subleases in excess of 10 years require port approval. The sublease between Cohanim Bellwether and Raftelis Financial Consultants meets this threshold. The trademark terms “Bellwether on the Bay” and “Bellwether” can be used by the sublessee so long as it is used in good taste. (7437/Consent Agenda D) Approved 3-0

68. Authorize the executive director to sign a $5,125 contract (amendment #1) with EA Engineering, Science and Technology of Hunt Valley, Maryland to complete the preliminary environmental impact statement addendum for the Waterfront District? This amendment brings the total contract to $28,995. (7439/Consent Agenda F) Approved 3-0

69. Authorize the executive director to sign an $348,144 release and settlement agreement with Starr Indemnity & Liability Company and Alaska National Insurance Company? A boathouse fire at Squalicum Harbor on 3/30/2012, killed two people and destroyed 12 boats. The total estimated cost of environmental cleanup and damage to port property is $1,287,754. The port’s insurance carriers, the Lexington Insurance Company and Starr Indemnity & Liability Company paid the port for all its losses arising from the fire. Since the port has been compensated for its losses, the $348,144 payment goes to Starr Indemnity & Liability Company which has paid all the defense costs. (7440/Consent Agenda G) Approved 3-0

70. Authorize the executive director to award the low bid of $437,221 to Pacific Security of Bellingham to provide security services? Three bids were received, the high bid was $579,521. The contract runs from 6/1/2018 to 5/31/2020. A contingency fee of $43,722 brings the total contract to $480,943. (7441/Action Item 1) Approved 3-0

71. Authorize the port treasurer to open a safekeeping account with U.S. Bank? The safekeeping account — the port’s investments — is being moved from Key Bank to U.S. Bank. (Resolution 1373) 7455/Consent Agenda B Approved 3-0

72. Grant the Washington State Food Truck Association a permit to operate three mobile food service vehicles at Zuanich Point Park? The vehicles can operate between the hours of 10:30 a.m. and 2:30 p.m. on Wednesdays and Saturdays from 5/19/2018 to 10/31/2018, except July 4 and September 22. Commissioner Briscoe wanted current tenants notified before granting permits. (7456/Consent Agenda C) Approved 2-1, Bobby Briscoe opposed.

73. Grant Pacific Coastal Ventures d/b/a/ Alaska Wild Fish and Chips a permit to operate a mobile food service vehicle at Blaine Harbor? The permit will be effective on a month-to-month term beginning on 6/1/2018. Pacific Coastal Ventures operated a food service vehicle at Gate 3 parking lot in Blaine Harbor from May to September 2017. (7458/Consent Agenda E) Approved 3-0

74. Grant William Nelson and Kirsten Lutes d/b/a/ Compass Rose Coffee a permit to operate a mobile food service vehicle in Squalicum Harbor? The business will sell coffee, snacks, ice cream and cold beverages along the Squalicum Promenade. The permit will be effective on a month-to-month term beginning on 6/1/2018. Commissioner Briscoe wanted current tenants notified before granting permits. (7459/Consent Agenda F) Approved 2-1, Bobby Briscoe opposed.

75. Authorize the executive director to sign a $11,780 contract (amendment #4) with Kennedy/Jenks Consultants of Federal Way for industrial stormwater permit support? At the 2/2/2016 meeting, vote #36, the commission approved the orginal contract for Kennedy/Jenks to provide consulting services for the National Pollution Discharge Elimination System permit. This vote is requesting that Kennedy/Jenks perform additional spill prevention, control and countermeasures at the Bellingham airport and general stormwater assistance. The total budget is $75,490. (7464/Consent Agenda K) Approved 3-0

76. Authorize the executive director to sign a $12,000 contract (amendment #1) with The Greenbusch Group of Seattle for re-roofing the Bayview Building’s mechanical platform? The orginal contract and contingency fee for $108,020 was approved at the 3/6/2018 meeting, vote #43, for three heating, ventilating and air conditioning projects They were on the second floor of the Bayview Building at 12 Bellwether Way. The Fairhaven Station (transportation terminal for rail, bus and shuttle services) at 401 Harris Street and improving air flow at the All American Marine paint spray area at 1010 Hilton Avenue. It was discovered that the existing roof on the Bayview Building is near the end of it life. This amendment brings the total contract to $120,020. (7465/Consent Agenda L) Approved 3-0

77. Authorize the executive director to award the low bid of $32,413 to Marina Dock Parts of Bellingham for 70 dock boxes? The HyPower HydroLocker plastic dock boxes will replace deterioring Gate 8 fiberglass boxes at Squalicum Harbor. In future years, Hydrolocker dock boxes will replace remaining fiberglass dock boxes. (7467/Consent Agenda N) Approved 3-0 ;

78. Authorize the executive director to accept $67,210 in credit from Puget Sound Energy? At the 1/16/2018 meeting, vote #18, the commission authorized the installation of new heating, ventilating and air conditioning in the Bellwether Building. The credit is based on anticipated energy savings over a 10-month period. The building’s energy performance will be monitored and credit released according to the term of the agreement. (7468/Consent Agenda O) Approved 3-0

79. Close Zuanich Point Park for the Summer’s End Music and Arts Gathering on August 17, 2018? This is the third year of the event with 65 local artists, vendors and musicians. Since the item was not on the agenda Commissioner Briscoe wanted more time before voting. (Other Business) Approved 2-1, Bobby Briscoe opposed.
